The black test lead ought to be plugged into the jack labeled COM.

I'm not sure of what is being measured with black test lead plugged into the 10A ammeter jack.

Okay, we've got +38.1V on J1 pin-4, what is on J3 Pins 1, 2 ,3 & 4?

If all four have +38.1V, what is voltage on J1 Pin-1?

Pin 1 +.4 or when I move from B- to B+ it’s -36.8

Just to verify. Pin-1 is Bottom row Right side.

Not sure how it happens, but it looks like the B+ changes to B- between J3 Pin-4 and J1 Pin-1.

According to the voltage path diagram of a PDS controller I post earlier, the B+ on J3 Pin-4 feeds the +5V and -15V regulated power supplies power supplies in addition to feeding the F/R switch. Without opening controller, I can only guess that the controller has had an internal failure and needs to be replaced.
