Default Street legal Par Car runs the same in slow and fast mode

I recently had a new motor installed on my street legal Par Car. Now my slow mode doesn't work and it is in fast (Rabit) all the time. Seems like the controller isn't working properly. The motor installed said Yamaha on the box. The installer said Yamaha and Par Car use the same motors. Any advice?
