Yeah, for a gas cart wife a hidden ignition cut off is the way to go. Just hide an on/off switch.

You would just use something that only goes full travel, like an air cylinder would. Or an actuator that only goes full stroke before it reverses, etc. You could even change how the handle works and use a spring so it pops from forward to reverse and does not stop between and you can not get neutral unless you got inside and grabbed the cables.
