2003 DS odd start/ gas pedal actuation

I have a new to me 2003 gas DS that I keep in the Bahamas. Ever since I bought it (and according to the prior owner) it has always had a strange start up process.

Rather than just pressing the pedal down and it starting and running, you have to do the following:

Press the gas pedal to the floor
Slowly release the gas pedal until it is almost off
Slowly press the gas pedal back on to get it to start

If you do this process, it will run just fine. Sometimes it will start and run normally. Every once and a while the belt squeals.

Here is what I have done to try to remedy the issues:

Brand new battery
New micro switch
New solenoid (install pending)

I have found that the previous owner zip tied the spring on the accelerator cable. Once started and running it runs great and gets around 22 mph.

I am coming up short in the search department.

As you are pressing the gas pedal initially is the motor turning over? Sounds like a carburetor issue if it is.

The belt squeal can be a normal issue. Might need the belt tightened or changed all together.

Yes. Gas pedal all the way down and it starts to turn over. Release the pedal almost completely then press slowly again and the engine starts up.
