If that thing is like my 1979, the 'go' and brake pedals are on a common shaft, and it's entirely possible for friction to develop, causing problems like you're experiencing. It might be best to remove the front body in order to check it out and lubricate things, and it might be best to disconnect a battery cable to prevent the thing running away while you work on it.
