You describe a series drive cart. Assuming it is a Medalist and not an earlier cart with resistor coil drive.... follow the red line on this diagram with your meter. There should be battery pack voltage (greater than 36v) at every connection point along this line when the go pedal is depressed and the solenoid should make an audible click. What is the manufacture code on the ID tag?
