Default Arcing after installing new cables and batteries

I just installed a new set of 4 AWG cables on both the batteries and the controller. I didn't change the motor cables. I replaced them one by one. When I made the final battery connection, it created a pretty large electrical arc.

I measured the voltage across the pack and I get 38.3 Volts. I tried to measure Amps, and I got 8.8. I thought the amps would have been 0 since there is no load?

I double checked all my connections and they appear to be correct.

Should it arc like that? Should it read 8.8 amps with no load?

EZGO TXT PDS 2005 36V - New Trojan T-105 batteries.

Put the R/T switch in tow before any electrical work on the cart. Make your final connections and return the switch to Run.

The switch was in TOW mode during all work....that is when it arched. I get the same voltage and amp reading whether it is in TOW mode or RUN mode.

Thanks Scottyb. You did point me in the right direction....I had re-installed the Tow/Run switch backwards. And it was voltage reducer causing a lot of the arcing.

Its all back together and running now.
