If it was stinking/burning, it is now damaged, and will need to be replaced. No testing needed.

Depending on controller SW version, brake is on the list of things that a test fail can shut down the whole operation.

Gain access to a handheld programmer to check error codes and input signals. And the "rxv troubleshooting guide" fro ezgo is on this site. It tells you all the values of the input & outputs of the controller. You must know what controller model you have (2012 & prior = danaher, 2012.5 & newer = curtis).

Bunch of Threads on this site about RXV brake and battery problems....
PLEASE READ...

Brake and battery problems top the list of RXV bugaboos.

Bad or failing Batteries will cause brake lock up at speed which damages parking/emergency causing brake failure.(like you are describing).

Brake on motor is parking/emergency brake. It is not used to slow a moving cart under normal driving conditions.

Slamming on brakes(wheel lock up/skid) engages parking brake and will cause failure.

Use care replacing parking brake.
end of motor must be clean and rust free.

Do not over tighten bolts, will post instructions for changing brake in a few min...

Your old controller was probably fine, just brake fail stopping it from running.
