Okay, let's see if I can explain this.

The side with the black wire is the "supply" side. There will be 12 VDC (volts DC) on every screw (regardless of a fuse being in place or not. This was a 'shortcut' to supply 12VDC, so, 4 individual wires did not need to be run. The side with the yellow wire is where you connect auxiliary (accessory) devices (lights, radio, cigarette lighter outlet, etc...) each device would have their own fuse for protection. Anyone feel free to correct this, but like a car or truck, the GROuND (black wire) of your devices can be connected to the chassis for a ground.
If you need a drawing to visualize this, I can draw it out and post. I k ow I sometimes need a visual aide to better understand.

For safety reasons, UNLIKE a car or truck, the frame/chassis of an electric golf cart is not electrically connected to the battery pack in any way, shape or form.

Electric golf cart use a two wire system for everything.

Using car type accessories (one wire) will compromise the electrical safety of the system.

If I am understanding, what is being said,

I could get a in line fuse ans run it to the right side and get power to the lights and cigarette style power source plug?

or

I could it be better to get a new fuse panel and set the fuse block up just like was I see (minus the rust)

what would be different from EZGO's fuse panel and one ffrom NAPA or Oreilly's

I have no idea how the rest of the cart is wired but if you do not plan on adding any thing else, replace that fuse block with an inline fuse and be done.

If you want to replace what is there you need to figure out what side is the supply. It looks as if it might be purple/black but I would double check by pulling the fuse and getting out the VOM. Then replace it with this http://www.shopezgo.com/products/Fus...roduct_id=1839 or equivalent. Supply will feed the upper tang.

@ JohnnieB , thanks for correcting me. I am new to carts, and have not installed anything electrically, but that might explain why my In-laws cart lights don't work. I only found 1 wire to the lights. We got both carts used, and abused... and are learning as we go.

OK- I got the test light out, and I have no power going to the fuse block

How do I get to the area behind, the dash board?

I have to check where the wires come from and with my big hands- I have to get the area behind the dash to see if there are any inline fuses
