Fixed finally!1 month later i recieved my supposably defective regulator back from buggiesunlimited. they tested it and called it good. so i put it back in along with a good battery from my 62 mercury and bam! still not charging.... i said the hell with it and drove it around just to have it running again. i tested everything again for continuity, power, grounds and it was all good. i found earlier today while driving with the volt meter on the battery that this whole time, it was the ignition switch. it is kind of worn out internaly(not really noticable) so depending on how you release it after starting will let it charge or not. so when it wasnt charging i just moved the key to the right just a hair and 14.4volts. i had no idea the key was hooked up to the regulator also. thanks for your help. i am so glad this is over.
