O.k.... I still don't have any info on why your cart won't shut off with the key switch,
BUT... what I do have, may interest you! (a 94 service manual in pdf)
I had to go back to your first couple of posts to find out what year cart you had...
first you said it was a 94 with a locked-up rear end, then you said it was an 04 in another thread.

It is a 94... right?

I keep reflecting back to ground straps... why you ask?... I don't know!
(probably because a ground is what shuts the engine down)

I can remember working on my buddies 94, (which idles) and when we lifted his,
we had to extend the ground strap from the S/G to the seat back frame,
(I don't know if it has any effect on anything or not... we just did it!)
I know your not lifted... but you may want to check it anyways! (page 10-34)

I wish I could help you more... this is "a first" for this mod, and it's not only puzzling you... but, me also!

Here's 5 of 6 pdf's:

Here's a 2001-2002 manual with a unitized trans axle, it'll be a bit closer to your 04!

We use Carryalls to pull a turbine blower for blowing leaves and pine cones off the golf course where I work. I installed a toggle switch in the black wire to the kill switch and when they pull the blower they can switch off the accelerator kill mode and it works much better for pulling the blower. When they need regular shutdown with the accelerator pedal they simply flip the switch back on and it is normal again for regular use. Works real good this way on a working cart.

Not a bad idea gadavis! that may be an alternative for PCC,
BUT... it's supposed to shut down when turning the key switch off, and PCC isn't!

That's what has me stumped!
