On charge voltages are important here. Although the reality is the gauge is more than likely at fault and just not resetting.

On the charger voltage is 40.3

The charger is looking for 44-45 volts as the peak for a 36v pack.

If the battery meter you have is a Curtis model 906, it is looking for about 42.3v for 6 continuous minutes to reset to full. This meter is very common to EZGO carts and likely says EZGO on the meter. So the charger is running at a relatively high current for longer than it should because the the pack voltage is not rising as it should including not enough to reset the meter. This is a sign of failing batteries. Considering what you know about the history of the cart, the batteries probably started life as a quality, matched pack. They likely have been reasonably well maintained but used heavily. A high cycle count has just worn them out but they are all six going down together. That's my best guess with the information given.
