There is also a micro switch in there.

The microswutch has a red wire with +38V and green wire with -38v

It really doesn't have -38v. Not sure why they state it that way. Think of the voltage in the wiring being like water in your pipes. Each switch is a valve. You can chase an activation circuit by putting the negative of your vom on the pack negative and following the circuit through the switches with the positive until you lose voltage.

Okay going through the steps

The test between controller F1 to controller F2 read 0.2V

Same O.2 for F1 controller to F2 motor

And

Same 0.2 for f2 controller to F1 motor

Okay after all the things bought and check. It was the ITS!!!
