Forget your battery meter on your cart check with a digital volt meter. This is the only way we'll get an accurate reading to be able help you. You can get a dvm for under $20.

I will grab one. How do I need to use it when I get it?

Also, you can get a multimeter from harbor freight for as little as 50 cents.

http://www.hfqpdb.com/best_coupon/7+...TAL+MULTIMETER

Just buy one of these, https://m.harborfreight.com/color-sn...ife-60828.html use the coupon I posted above and get the multimeter free.

Yep, it's a pretty crappy meter, but it's free/alomst free, and gives a much better reading than counting on a installed meter that is giving you only a slow guess right now. Everyone who thinks they may fix their cart themselves ought to have at least the cheapo $5 voltmeter. If it isn't worth getting a meter, send it to the shop.

It appears that all of your batteries are reading at like 3 volts

That they are all dead. Your battery charger shouldn't even kick on when trying to charge because of how low they are.

I had it full charged and unplugged it for several hours to test them and then my gf drove it about 2 miles before me testing. Im wondering if I got ripped off and was sold used batteries.

also I left all the batteries connected together and but disconnected the power to the cart

Sounds like your volt meter isn't working then.
