Default what are these holes for?

Can anybody tell me why the DS front spring retainer has these 2 holes? Is it used to mount a tow bar accessory?

Can somebody tell me the diameter of the hole that is closest to the front of the cart? (The second largest hole in the plate.)

Thanks,

TJ
