Default DS Electric - All Lights Not Working

Hello, recently acquired an older Club Car. The first four digits of the serial no. are HA92, making it a 1992 DS Electric 36V. Despite the age, the cart is in amazing condition and drives beautifully!

The only issue is the lights do not work. Everything is dead, including brake lights, turn signals and headlights. Recently installed six fresh Trojan T-605 batteries. Also wired in a new inline fuse holder. My voltmeter reads about 13V across the fuse sockets which sounds reasonable. Of course, I also replaced the 20A fuse itself, but still no lights. If it helps to isolate the electrical problem, the reverse buzzer is working.

My thought now is it could potentially be the ignition switch since I believe that controls all the lights when the key is turned to the ON position. So, is this avenue worth exploring? Difficult to access and check if faulty? Any other tips on where to go next? Finally, been told there could be a "bad ground", but what exactly does that mean?

Ground or fuse on the lights would be my guess.

Yep, should have at least 2 small gauge wires on the batteries going to either the lights or a voltage reducer.
