Default Speed Setting 1?

I just purchased a 2010 CC Precedent and it just chugs along on straightaways. The gentleman I purchased it from stated that many of the carts that were equipped with a cargo box on the back were programmed at Speed Setting #1. Does this sound correct? I am having a dealer come out this week to make the change to #3. I don't need this thing to fly around (younger kids) but it can't get out of it's own way right now. Batteries are 1 month old.

It could be on code 1, makes some sense.
Up to code 3 is free except for service call.
Speed code 4 has to be purchased by dealer through CC and programed into the controller.

Dealers charge varies but is near $100.

I've never seen a vehicle set to speed setting 1. I think a bad speed sensor is a more likely situation here. Try this test and let us know what you find....

The CC tech just left. The speed setting was already set at 3. Just a new speed sensor. (Plus the $100 for the home visit PLUS $100 per hour labor) Oh well...it's just money.
