2000 ezgo buzzer on fwd and rev, no movement

Looking for some assistance.
I picked up a 2000 ezgo txt I believe, no run/tow. Has manual F/R rod to big switch
Didnt have batteries so unsure if it ran.

I dont have 6 6v batteries yet, using 3 12v to test.

Turn key, put in Forward and buzzer sounds, same for reverse
Step on throttle, hear solenoid click but no go.

Checked volts On posts (3,6,9,12) in fwd no throttle, 36v on all posts, guessing
That's not right. Suggestions?

Thx for help. Pushed off a cliff and now works
