Ok on the white wire my meter set on 200v says -4.7

That's with the negative prong touching the negative cable

Ok my mistake I pulled the white wire out of the clip to test

Something is wrong. You cannot get a negative voltage on your voltmeter when the negative probe is on the negative cable. (Unless the cable is bad)

Connect the negative probe to the main negative terminal at the battery pack. (See attachment)

The black wire (Pin-2) should read 9.0 to 11.5 Volts when the pedal is pushed just far enough for solenoid to click.
The White wire (Pin-1) should read 0.4 to 0.6 Volts when the pedal is pushed just far enough for solenoid to click.
The White wire (Pin-1) should read 1.5 to 1.7 Volts when the pedal is pushed to the floor.
