Thats a great start for a project!! Those are some sharp ITP wheels, they will polish up nicely!

1. I got my seats re upholsterd.
2. I took everything apart and washed it with degreaser and used rust free black paint.
3. I bought trojans 105 and replaced all 5 jumper caples
4. installing all SS bolts
5. cleaned up all connections

Car went 21mph Is that normal or slow...

no nothing at all,,, It was in its gutted state so that may of helped

That could have helped a little. Mine does about 13-15 MPH.

Even while gutted, 21 MPH is mighty quick for a stock series motor, coupled to stock gears (12.44:1) and running at 36V on tires less than 27" tall.

What part number(s) are on the motor's label? (Or did the label get painted over)
Might be a High-Speed motor.

What is the tire height? (The 205/50 part tells me there is about 8" of sidewalls between the rim and the tread, but I cannot make out the second digit of the rim size in the picture)
If it is a 12" rim, the tires are about 20" tall.
Even if it was 18, they would only be 26" tall, which is iffy for 21 MPH.

I suspect you have a non-standard motor or gears.

BTW: you need to replace the other 8 high-current cables.
