My average speed is 27 mph with 23" tires. I have stayed away from gears due to the fear of losing torque and I have read about the controllers not liking the gear change.

A motor/controller has no clue whether you get your increase due to tires or gears. They both change ratio of motor RPM to the speed where the rubber meets the road. There are minor differences in tire friction due to tread and inflation, but they're probably fairly insignificant.
