Matt, more than likely the bushing in the inner sheave is damaged and seized on the shaft due to no grease. Pull the rear clutch system and check the bushing on the inner sheave. If it appears to be ok, thoroughly clean it with some carb cleaner or something and then hand grease it really good. I'd also shoot a couple of pumps of grease through the zirk to make sure it is free. Check your drive shaft for any kinks, scores, or gashes. As long as you can't really feel anything on the shaft, it should be ok. If it is scored or gashed, you can sand down the burs or whatever to true it up a bit. Depending on the shape of the bushing and sheave, you may have to replace the inner sheave. Hopefully it will be ok.

If your cart is lifted, now would be a good time get a spring/spacer torque kit for about $45 and install it. I would at least get the spacer and replace the c-clip on the shaft.

Looks like the spring may be broken.
