Can someone tell me what this is?
Any information on this type of cart would be highly appreciative? Year? Make? Can I get a top? Is it worth buying?

Thanks a lot for your help. Owner says it runs good only thing he knows is wrong is needs tires. I'm just looking for something for my kids to play with around the house! I'll ask if he can take a few pictures if the frame. If he can, I may post to get your advice. Thanks a lot!!!
