I noticed it's missing the air filter cover and the tube that would connect the air box to the vent under the seat. Is that required for it to run right? Right now its basically just the main intake tube with the filter sitting on it.

Let's back up a second - by "New" carb I'll bet You're referring to the sub-$40 ones off Ebay, correct? If so, those Chinese carbs NEED to be completely dismantled and cleaned prior to installation, about 50% of the time they have plugged or obstructed jets, passages, etc from the manufacturing process. That's not to say they're BAD carbs, I've seen OEM ones that needed the same pre-cleaning - but like I said, we've installed dozens of the cheap carbs and after awhile we just made it standard procedure to disassemble them down to the jets and clean them THOROUGHLY prior to install because so many were partially plugged.

That said, also check on top of the intake manifold - there may be an open hole or a fitting where the factory oiler was originally installed - if that hole is not COMPLETELY plugged up, it will suck extra air and give the same symptoms You are having. A little gasket goo and a metric bolt will seal that right up, if it's open.

The previous owner bought the carb from a local cart shop, so I don't know the quality of it. I'll have to tear it down and try to clean it. What do you think of the intake and air filter covers being missing?

I noticed the carb is missing both adjusting screws... the guy that messed with it must've taken them out. What do I do know?
