My crank looked just like that on my '86. I was told to use muratic acid to clean it and it didn't do a whole lot. Took it to work and ended up using a scotch brite aluminum oxide hand pad.
And it cleaned it perfectly. I don't know if it was the combination of the two or just the scotch brite but it was fine. That scoring was the aluminum rod that had melted against the crank. 1st engine i have ever seen with no bearing between the rod and crank. I checked the journal size according to the book and made sure it was round. Don't have the measurement right now but can get it easily. New rod, piston/rings, and a hone, since it had sat for about 6 years seized. New seals (always) and bearings (since it had about 6 ounces of oil in it and figured that was the reason it seized, probably got pretty hot), and it has been running for a year and a half so far. Don't give up hope, just be sure to check it well. That crank is about $325. I searched everywhere to get the lowest prices on everything. Some places took a while to recieve them but worth my effort. Seals/gaskets are cheap.
I have about $200 in that motor. And since the carb was full of water and severely corroded inside I had to get a new one. Another $100 there. Runs like a champ.

I'd do it again if i had the chance. $800 for a refurbished KF-82 engine from what i've seen. Let me know if you need to get it off your hands.
