2pg hei conversion

So I followed the instructions to a t. When i push the pedal i get 11.26v to both sides of the coil. I get 12 v to the module but i have no spark at all. Do I have a bad module?

Try switching the pulsar wires. Make sure the module is grounded too. Not just the negative but the bolt hole ground.
