Default Rxv driven clutch surging

I changed the spring in the driven clutch in my 2010 gas Rxv to a power spring. I also changed to the heavy duty belt. Worked perfect for months.
Recently it started surging at minimum speed when going down hill. The clutch is "shifting" between low and mid ratios. I took it apart and cleaned it and it went away for a day but came back. If the clutch and belt gets wet it is good for a while also but comes back. Any suggestions? Change ramp shoes to rule that out?
