It is most likely the solenoid. You can test his by shorting out the two large terminals with a screwdriver. If the engine cranks you have found the problem. As racin161 says do not buy an automotive starter solenoid.

Hey guys, thanks for your help. I got the proper solenoid and its starting up and running good. It's smoking like crazy and a little sluggish. I'm thinking probably the exhaust?

The proper mix is 1oz oil/1 gallon of gas. You might have flooded it trying to find your problem.

Brad, it won't hurt to take the muffler off and put it on a big fire. After about 30 minutes you will see jets of flame coming from either end as the oil residue burns off. This will clean out the muffler and allow the engine to breathe easier, this might be the answer to both your issues.

Thanks Dave, and everyone else that has posted you've really helped me out a lot and I really appreciate. I have enjoyed working on this cart. I took the muffler off and threw it in a hot fire. I had to try her out without the muffler and she ran like a scalded dog. I haven't put the muffler back on but I think that was the problem saw some neon blue flames coming out and it looks a lot better. Now to make her look a little better. It looks pretty rough right now.
