I queried Alltrax on this awhile ago and they said, the SPM controller has a high temp shut down temp of 95C (203F).
The fan is controlled by the software and will come on with either a rapid increase in temp and when it hits 55C to 60C (131F to 140F).
Also the monitor page of the Toolkit program is not programmable and will only show a fan on indication to let you know the fan status.

My SPM500 ran at 105 degrees on the test run uphills, PQ executioner, on 23s and 48v with 800 pounds on the frame... doesn't sound like the fan is ever going to come on?

I'd call that a good thing.
Sounds like that controller would last forever.
