It is profoundly dangerous to create sparks in or near the battery compartment.
Both Hydrogen and Oxygen are generated while charging batteries and if any residual gases exist, all that is needed is a spark to give everyone in the general vicinity a sulfuric acid shower.

Let's troubleshoot this problem logically (and safely)
Attached is a schematic for your cart (If it is a 1996 TXT Series cart as I suspect it is)

Key on, F/R control in F, Depress Throttle Pedal about an inch.
Does Solenoid Clunk?
If YES, the problem is in the High Current circuit.
If NO, the problem is in the low current KSI (Key Switch Interlock) circuit.

For the majority of troubleshooting the Negative lead of your DVM will be attached to BL- as shown here.

Thank you guys. I decided to get wiring diagram and just disconnect everything. I just bought this cart without batteries for $575.00. I rewired the whole thing as everything was wrong and cart worked.

I LOVE THIS SITE. I am now 2 for 2 with biggiesgonewild.com
