I did follow the negative cable though the obc and back to controller. All of the wires looked ok and seemed to be tightly connected. Nothing looked burnt out.

If you haven't already, you should measure the pack voltage with test leads inside the round charging receptacle, to be sure that all wires connected to the receptacle are intact and not loose or corroded. Also spray a little WD40 inside the receptacle to ensure the big round charger plug slides in and gets fully seated on the pins inside.

You cannot accurately measure pack voltage at the charge plug, because the OBC controlls the negative side of the charge circuit, it doesnt go directly to the batteries. Also, unless you re route the negative charge lead to the battery pack, and disable the OBC, no other charger that is not designed for a clubcar OBC will even activate. Unfortunately, its not as simple as that.
