As far as an OBC working with the on-board charger (or a modified powerdrive to work as a on-board charger), there is a 120v relay with the coils wired to the AC mains and the sense wire from the OBC is connected to the NO contacts of that relay.
The OBC will not "sense" the DC plug is connected until you plug the AC power first.
