Everything I’m reading tells me what should happen when solenoid clicks. Am I right to assume that the controller is not doing what it should to make it click?

The voltage measurements you posted in post#3 said you had pack voltage on one of the solenoid's large terminals but not the other, so the solenoid is not being energized.

Post#3 also said there was pack voltage on both of the small terminals. That indicates B+ is getting to and through the solenoid coil. All that is now needed to energize the solenoid is for the controller to apply B- to the blue wire on one of the solenoid's small terminals. The controller is told to do that by the pedal switch putting B+ on J4 Pin-1.

You are getting B+ on J4 Pin-1 when the pedal is pushed, so the controller is being told to energize the solenoid, but is not doing what it is being told to do. Therefore the controller is bad.

Replace it with an Alltrax XCT48400-PDS controller.
