Cool AccuPower Charger 536R won't charge

New to Club Car golfcart ownership and would greatly appreciate any help or suggestions. Is there any way to troubleshoot an Accupower 536R Automatic Charger ? Cart and charger have been stored for a few months in garage. Plugged in charger overnight and it doesn't appear to have charged batteries at all. There was a slight charge on batteries prior to my trying to charge. It didn't appear to charge any more after charging overnight ? Any ideas on how to test / troubleshoot would be greatly appreciated. Is there a source for a pdf file of this charger manual ? Thanks in advance for any help.

It sounds to me like really low batteries,everybody comes in the shop thinking its the charger.Well its probably not,you need to test all the batts and see what the voltage is.Is it a 36 volt or a 48 volt?You need to have a significant amout of voltage in the batteries to turn the charger on.Its not like a car charger.Is there water in the batteries? Let us know what you find out and we can better help you OK?

It's a 1996 Club Car 36 Volt. I'll check the water level as well as existing charge on batteries and let you know what I find. Thanks for your help.
