1995 club car full speed forward, no reverse
I have a 1995 club car ds 48v, when I first turn the key on (cart is in neutral) the warning light will begin a slow flashing sequence. When I put it in forward, the cart jumps forward at full speed without any throttle input, when I put it into reverse it very slowly tries to crawl backwards. Used multimeter to verify the pot is within spec. Batteries are fully charged.

What kind of throttle does your cart have, a V-glide (pie shaped box between batteries) or a pot box (small black box under cart)?

It definitely sounds like the pot is out of adjustment if the cart takes off the moment you put it into gear. It should go from 5k ohms to 0 ohms at full throttle. If you take the cover off, you can easily adjust the rheostat inside until you get the desired 5k-0 output.

Are you saying pot is within specs from pedal up to pedal down?

Sounds to me like a controller issue. Have you gotten it wet lately?
