Thanks For all the help.. I just acquired a volt meter, So I know it should be 24 Volts when sitting, but when I push the gas what should it go to?

it should read more like 25.6 when sitting and fully charged, and voltage should not significantly drop under load. Look at the stamp on the terminal of the batteries to determine the age.
I believe some charger start with 20 amps all the time, then level out and shut off. Some even run on a set time, no matter the battery votage.

If the cart is fully charged, check each battery one at a time with volt meter while driving the cart. If it is a battery issue, it will show itself. A good 6v that is fully charged can read 5.8v under load. If you have one in the 4's or lower, it is bad.
Another possibility that was brought up, "Half speed reverse"
Follow the small black and white wires coming off the controller, they should go to the potentiometer box, "silver box with a lever attached to linkage, controlled by the accelerator pedal. Where two wires go into the "pot" box, two wire also come out. They also should be white and black. They may have a grey cover on them. They should run to a micro switch on the Forward/Reverse switch. Find the Black and White wire on the micro switch and inspect the switch to see if the roller/arm is bent. If it is, it never dis-engauges and keeps the cart in half/speed. You can unplug one of the wires off the micro and see if the cart picks up speed. All unplugging one will do is dis-able halfspeed in reverse. Hope this helps.

Ok, I will try that out within the hour but at the moment I am charging the batteries with my car charger (In sets of 2, 2X6volt Batteries) And they are not going down to 0 Amps, But staying at 3 amps.. I guess 3 amps is a pretty good charge

I found the black and white wires on the control box, they then go to the POT BOX, However no wires come out of the POT box that are black and white that go to the forward reverse switch. The only wires that run from the POT to the Forward Reverse are red, and two blue ones.. Could those be them?

If the 1/2 speed switch is screwed up it can keep the 1/2 speed engaged all the time. Disconnecting a wire from it disables the 1/2 speed. Easy test.
