Default total charger III not working right

got a 95 metalist that's having charging issues. just put in new batts/cables
It charged up after I put in the batts but after running the cart 45min now all the charger will do is click on for a sec when I plug it up then shut off.
it's a total charger III, the packs reading 38.something volts, 5 batts are 6.4v with one at 6.3v all cables are good.
I can plug the charger into the cart (not having it pluged up to power) and the relay will click on for a sec then click off. I see no burnt or damage componets on the charger or board.
The owner said he had to lay the charger on it's back sometimes for it to work, now it doesn't want to work at all. anyone got a clue what's wrong with this thing, i'm kinda at a loss?

Open the case and look for a burnt/loose wire

did that, everything looks good. all the wires seem secure, I moved them and pulled the ones I could and reconnected them. I inspected it pretty well, though i'm sure I may have overlook something or it might not be obvious.

Jump the relay, I know you know how to do that, see if the charger stays on then. If so, its a bad relay.

That relay and board is all one piece? Do you have a source?
