That is right, with the charger cord run through the steering wheel and then plugged into the cart, you have a good safety system, also notice how the plug is located where the driver can hardly get in the cart with it sticking out as far as it does.
It is pretty safe to by pass the reed switch altogether and use the old 'cord through the steering wheel' habit of charging.

Once you have blown the reed switch you may want to find out why or what caused the failure.
