Ok got the 20K.. And to verify (Refer to the picture I attached.. I had the terminals of the voltmeter hooked up to the same black/white wires you wanted me too have them hooked up to.. correct?

your pot is bad. the controller senses the change in ohms from the pot to regulate the power to the motor. Its shorted out and drawing down your voltage when you step on the pedal. By the way, if you havent yet, make it a priority to clean every connection real good. shiny metal to shiny metal. i bet if you got a 3k resister from radio shack and placed it across the tabs that the pot wires hook up to (on the controller) the motor will spin. a pot is alot cheaper than a controller. i would start with a pot and all clean connections. keep us posted.

So can't I just touch the black and white wires to make a full connection and bypass the POT.. just for testing purposes?

no touching them together is 0 ohms wich is the same as pedal up. as u press the pedal you get some resistance and the controller applies power to the motor, once you go over 5.5k to 6k the controller shuts off. if it didn't and you got a short it would run wild wich would be unsafe. thats why i say for testing puroses while waiting for a new pot (wich u need) a 3k resister from radio shack would be about 1/2 throttle per say.

So if the controller didn't have that auto shut off feature then it would just go wild when bridging a regular wire between the tabs?
