First thing I would do is read/following
http://www.buggiesgonewild.com/elect...agnostics.html

This will greatly narrow the issue.

It's wierd that it would work a little?
Did you put a new control in it? Is there any chance that the motor cables are shorted out against the frame where they go around the battery frame?
Is it series or DCS?

Sounds like a FNR is all but dead to me. Can't hurt to try cleaning it. I had occasional no go and surging problems when I first got my cart functional. Pulled the FNR apart, cleaned all the crap out of it and polished up the contacts and posts, slathered it all down in dielectric grease and it has run like a champ since.
