Default Solenoid trouble shooting

1996 ez go 36 volt txt quit had what I thought was bad solenoid and replaced it.Batteries fully charged read 38.4 the problem is I have 38.4 on both sides of my solenoid and on my a1 and a2 on the controllerconnections with the key off. If you turn key on and push the pedal it will try and move and to cables on controller start to get hot. I have disconnected the battery until I come with different plan.

If the solenoid has a pre-charge resistor between the 2 large terminals you are reading voltage across it not the thru the solenoid.
Remove one side of the resistor and retest.
couple questions.
What control? OEM curtis?
Does solenoid click when you try to go?
What does the pack voltage drop to when you try to go?

When did the cart stop running?

Removed one side of the resistor today still have 38.4 volts on both sides of the solenoid with key off. When you turn the key on the solenoid clicks as soon as key is turned to on position. As far as the controller I assume its oem we bought this from local ezgo dealer about 3 years ago and it supposedly had new batteries and new controller. The number on the controller is P231476. Thanks for any help this my first expierence working on a cart.
