Default Testing solenoid on 96 Ds

If the solenoid jumper goes is in place and nothing improves, can it still be the problem. Can you jump by just adding two wire ends to big terminal. Do you leave it in exact on post position or take ay wires off?
Thanks to all

lol for quick bypass test simply place both big cables on 1 post. If a small wire is on a big post include that small wire with the 2 big ones on 1 post. This eliminates the solenoid form the system. But a positive result ( cart runs) is not a definitive evaluation of the solenoid... failure to activate may be caused by the small activation wires not energizing - GL

Thank you very much for your time on this. If I get a full voltage reading off m- that goes to 0 on being floored, can I safely assume any problems would be past the controller.
Many thanks
