Zone electric help!!!!!

Not sure what part to post for the Zone Electric so Ill cover them all!!! Its a 48 volt cart. All the batteries test ok with a 200 amp load tester on them. Fluid levels all good, batteries are about 3 years old. All brand new cables posts cleaned and all torqued to proper specs. New cables are 4 gauge too. I have 36 volts across M- and B + with the pedal to the floor. B + to B - when pedal on floor is 48 volts. F 1 to F 2 is 3.2 volts when pedal is on the floor. The dc voltages are in spec as to what I read on the accelerator module and speed sensor measured on the controller connector. Its a curtis 1268 controller and flashes no codes. Did the low battery one until we replaced all wires and charged battery.
