ok...got it. @ first the way I did it cart hauled butt without hardly gassing it...moved it and set it to top out just over 3500. What a differance.

Is it 3900 rpm in the maintenance mode, or with a person in the cart??

Preferably in Maintenance mode, You will have a lower RPM while riding, (except going down a hill)
You really just want to make sure that your engine doesn't "bounce off" of the rev limiter! If it does, redo the ties to a lower RPM! |

Does it make a difference where the zip tie is located? In the video clip the zip tie is on the larger govenor arm, then on the still pictures, the zip ties are on the small spring

Put them on the spring, you'll have better control setting your RPM's
