If you have an auto-ranging DVM, that might be mV (Milli-volts) rather than V (Volts), and 62.1 mV is essentially zero volts.

I assumed it was 32.1V. unless it is a RXV.

He said F/R switch on dash, so I'm pretty sure it is a PDS.

If it is 32.1, either a new battery is failing under load, or the controller is overheating from running at low speed on 22" tires.

Sounds like a good candidate for a DCX400 (or larger) controller.
