The manufacture used a true potentiometer in 1995 and 1996. Sometime in 96 they switched to the V-glide which is a multi-step & was the main throttle device used for the many years. The Vglide is pie shaped, remove the cover and check to see that the wiper arm is traveling to full contact with the last lug.

Thx for response the potentiometer is pie shaped but it is a 1998 cart per the VIN # A9824 As it is late I will pull cover tomorrow morning and check for segments. Is it possible someone put in the incorrect potentiometer causing this problem?
