Based on your voltage readings I would agree that it is likely another bad controller or it does not have the correct throttle type setup.

Good point never thought about the throttle setting. Could have saved a lot of time an money if OP would have just purchased a new Controller.

Started going over all wires a pin location. Pin #9 is the gray to T/R switch. on this cart it is not on #9 it is on #11. Could that be problem.

Pin #11 is unused in every club car 16-pin connector until the ERIC Controller used that for the SOC meter.
Pin #9 is the one You removed when you asked about how to remove a bad pin from the connector on the beginning of this thread.... If it in on pin #11 now you must have put it there by accident when you replaced it. |

That pin powers the Controller, the KSI input is just a low current signal.

Switch gray wire from #11 to #9. Up and running.
