JohnnieB, I'm going with what you said after I thought about what he said. It just seems to me if the relay points are welded shut then if the control board tells it to shut off and it kills the power to the relay nothings going to make the points open. It's the same thing as when I did HVAC repair years ago. If the thermostat is not putting power to the coils on the contactor but the compressor is still running then you have a welded shut contactor. Same principle applies. Thanks.

The reason I radically modified my initial reply was because I jumped hard on the competency of the dealer in Lubbock with both of my size 16 boots, but backed off a few notches after more coffee.

I'm not always correct and I never will be, but try my best to learn from my mistakes.
While I am 100% certain the relay is bad, I'm not 100% certain that the control module is good.

Putting a meter across the rely coil (the two outside screws that attach it to the control module) will prove it one way or the other.
With charger unplugged from AC Power and Cart, there shouldn't be any voltage.
Without AC power connected, plug charger into cart. Voltage should appear across the relay coil about 3-5 seconds after it was plugged in.

If the voltage appears instantly, the control board is also bad.

I hooked up my DVM to the two terminals on the screws like you said. Plugged it in and the voltage stayed at 0 for about 5 seconds and then showed 120 volts. The charger started charging immediately like its been doing. I unplgged it and tapped on the relay a few times. I hooked it back up and it started charging about 5 seconds after I plugged it in. The contacts in the relay were probaly stuck closed and I guess I knocked them loose. It worked like it's supposed too. I unplugged it several times and it delayed everytime. But I'm still gonna replace the relay so it won't happen again.

I'd open up the relay and show the "know-it-all" salesman that he really don't know it all. Also share with him the fact that tapping on the relay solved the problem, proving it wasn't the board.
