since that has a garage door, that would be a garage around these parts......not a basement.....the door makes the difference.....but check local listings I guess.....

Basement- 1.) The floor of a building partly or entirely below ground level.

Garage Door- 1.) A garage door is a large door on a garage that opens either manually or by an electric motor. Garage doors are frequently large enough to accommodate automobiles and other vehicles. Small garage doors may be made in a single panel that tilts up and back across the garage ceiling.

I just bought one at auction. Yes it can read 8-9 v. And still be bad. I had three that way. The way to tell is go to each battery with a lod tester. The bad battery(s) when under load will instantly go to 0. Mine shook so bad I thought the rear end was out.
