Default Starter/generator question

I am working on a 96 carryall I recently got, when it tries to start the motor acts like it doesn't want to spin for a few seconds then takes off. My question is when the motor doesn't turn over the outside part of the pulley touching the belt on the starter does not spin but the inside part thats on the shaft does. Is this normal or is the pulley bad. The key is not slipping I checked that.

In other words, the actual pulley is not spinning, but the shaft that the pulley is mounted on does?? I may be wrong but that does not sound normal at all

It's like it's a 2 piece pulley. The keyed part turns with the shaft and the outer part with the belt does not turn. I thought the key was sheared off but it's good. If I can figure out how to put a pic on here I will. I assumed it was a one piece pulley but mine is either broke or its a 2 piece . In other words the shaft and the inner diameter part of the pulley turns and the outer part with the belt on it does not

I am tired of messing with it. I'm going to see if a local shop will diagnose it. I'll post an update of what they say

I found a pulley on craigslist and it fixed that issue. Now when the motor won't spin for a few seconds a small puff of smoke comes from the starter on the opposite end from the pulley and the black wires are hot. Anyone have any suggestions on what to do next

You have a bad ground. The black wire on the end cap of the starter goes to ground. If it's making poor contact it will arc and get VERY hot. Try to take both ends of that cable (starter and frame) off & wire brush everything as clean as possible. May need to replace ends, or even the whole cable, if heat damage is severe enough. Worst case I've seen those melt the nut onto the stud where it wouldn't come off. Be gentle with it and good luck.

Ok thanks I'll try that. I replaced the micro switches in the black box and the thing idled till I turn they key off so I switched them back to the old ones

Another suggestion...

When I replaced the S/G belt on my cart, I tightened it SO tight,
that when the starter would get to the compression stage of the engine, it would stop and blow the fuse,
I eased up on the belt tension to the point of where it wouldn't slip, and yet still turn the engine over beyond the compression stage...

I call it "The sweet spot"
